This is the canonical list of every primary, official-secondary and tertiary source the portal cites. New sources are added to this catalog **before** they are referenced from a card. If a source isn't here, it isn't used.

## Source-handling rules

These rules carry over from the WTO project's verification doctrine and are enforced editorially:

1. **Open the link.** Confirm the URL loads and the title/date matches the citation before publishing.
2. **Cross-check the symbol/identifier.** For census tables, confirm the table code (B-, C-, D-series). For RBI, confirm the series ID. For NPCI, confirm the report month.
3. **Match the date.** The card's `asOf` is the publication date of the underlying source figure, **not** the date the verifier looked at it.
4. **Quote-check.** If a card surfaces a phrase from a primary document, the phrase is searchable verbatim in that document.
5. **Wayback fallback.** If a primary URL ever goes dead, the card flips to `status: placeholder` until the Internet Archive snapshot or new official URL is logged here.

## Red flags that block publication

- Strong claim with no link, or with a link that doesn't load.
- Source citation that is a tertiary blog post quoting an unnamed primary.
- A figure with an `asOf` that is more recent than the source's own publication date.
- A figure that disagrees with the same source's other publications without an explanatory note.

Any of these and the card stays in `status: placeholder`.
